Armed with the knowledge from reading a few online articles on the topic, we set out  looking for an elevated vantage point with fast moving traffic. only partially succeeded after driving around for a good while: Got some fast moving traffic, but not much of an elevated vantage point. Had to make do with a road side construction site as my tripod base.

After a few shots a few quick realizations dawned. The mirror-less interchangeable lens camera I was using did not seem to have the the juice needed for clear low light photography. Perhaps the smaller sensor size is the reason. The other realization was that it did not really need fast moving traffic, any moving traffic would have sufficed.
